Caitlin S. Kaczynski, 25, and Brandi F. Anton, 23, have been accused of scanning tickets to find the winners and then taking the winning tickets to another establishment and cashing them.
They have been charged with scheme to defraud.
According to Melbourne Beach police, Kaczynski and Anton were caught in the act by the gas station's video surveillance system which recorded them taking tickets worth over $14,000.
The police investigation continues and further charges are possible.
